H.B. 5655: COMMITTEE SUMMARY DNR DEER MANAGEMENT
House Bill 5655 (as passed by the House) Sponsor: Representative Carl F. Gnodtke House Committee: Agriculture and Forestry
Senate Committee: Natural Resources and Environmental Affairs
Date Completed: 9-17-96
The bill would amend Part 435 of the Natural Resources and Environmental Protection Act, which pertains to hunting and fishing licenses, to allow the Department of Natural Resources (DNR) to issue orders designating the kind of deer that could be taken and the geographic area in which any firearm or bow and arrow deer license issued was valid, when advisable in managing deer. Further, the bill specifies that, notwithstanding any other section of Part 435, the DNR could not require residents to take only antlerless deer during firearm or bow and arrow deer season. Currently, the Act allows the DNR to issue orders designating the kind of deer that may be taken and to limit the issuance of a second firearm or bow and arrow deer license for use in areas it considers advisable in managing deer. The bill would delete the provisions allowing the DNR to limit the issuance of a second license.
Further, the Act specifies that the kill tag that may be issued with a firearm deer license must include space for other pertinent information including the date and month the animal was killed, its sex, and the size of its antlers. The bill provides instead that the kill tag could include space for other pertinent information required by the DNR.
