Lord, I lift up the names of these men and women who are here today who represent us and pray that You would give them a mind of wisdom and discernment as they work. I pray that You would give them a heart of character and integrity. I pray that You would give them a spirit of compassion and understanding for those they represent and are working for today. And, Lord, I pray that as they work on legislation that they would serve justly and with love and that they would walk humbly before their God. I pray that today they would see You at work around them because You are Lord and You are Our Savior. In Christ's name we pray, Amen."

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 8.

A resolution of tribute for the Honorable Gregory E. Pitoniak.

Whereas, It is with deep respect for his commitment to the legislative process and the progress of our state that we commend our friend and colleague Representative Gregory Pitoniak as he brings to a close his service as a member of the House of Representatives. As he commences his new responsibilities as the mayor of his beloved hometown of Taylor, we wish him well and offer our thanks for his excellent work as a lawmaker; and

Whereas, A graduate of the University of Michigan who earned his master's degree in public administration at the University of North Carolina, Greg Pitoniak worked in industrial and economic development and local government prior to his 1988 election to the Michigan House of Representatives. He brought with him to the Capitol in Lansing a keen understanding of the challenges facing city and village halls across our state, gained in his eight years on the Taylor City Council; and

Whereas, As a legislator, Representative Pitoniak articulated well the concerns of his district. His unpretentious, workmanlike approach to his duties was an extension of the personal integrity and commitment that earned him respect from both sides of the aisle. His committee efforts, most especially his service as co-chair of the Economic Development Committee during the Eighty-seventh Legislature, also served to illustrate his dedication to sound public policy development. We are confident his talents will long continue to benefit our state; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our respect and thanks to the Honorable Gregory E. Pitoniak as he brings to a close his work as a member of this legislative body; and be it further

Resolved, That copies of this resolution be transmitted to him and his family as evidence of our best wishes.

Pending the reference of the resolution to a committee,

A concurrent resolution to disapprove Executive Order 1996-12 on executive reorganization.

Whereas, On December 19, 1996, Governor Engler, pursuant to authority outlined in Article V, Section 2 of the Constitution of the State of Michigan, issued Executive Order 1996-11 and Executive Order 1996-12. These proposals on executive reorganization provide for changes in responsibilities for the State Board of Education and the Superintendent of Public Instruction; and

Whereas, Article V, Section 2 of the Constitution of the State of Michigan also provides:

Where these changes require the force of law, they shall be set forth in executive orders and submitted to the legislature. Thereafter the legislature shall have 60 calendar days of a regular session, or a full regular session if of shorter duration, to disapprove each executive order. Unless disapproved in both houses by a resolution concurred in by a majority of the members elected to and serving in each house, each order shall become effective at a date thereafter to be designated by the governor.

; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That the members of the Michigan Legislature, pursuant to Article V, Section 2 of the Constitution of the State of Michigan, disapprove Executive Order 1996-12; and be it further
