A SUMMARY OF HOUSE BILL 6192 AS INTRODUCED 9-24-98

House Bill 6192 would add a new section to the Michigan Vehicle Code to allow United States Congressional Medal of Honor recipients to apply for special registration plates for their passenger vehicles. The plate for the medal winners would be inscribed beneath the registration numbers with the words "Michigan, Great Lakes State, Congressional Medal of Honor recipient."

The bill would require that application for the special plate be made on a form specified by the secretary of state, accompanied by acceptable proof, and also by a $5 service fee for each special plate which would be in addition to the regular registration tax. The special registration plate would be renewable annually on the applicant's birthday for a $5 service fee. The bill specifies that using the plate on a vehicle for which it was not issued, or by a person who did not qualify, would be a misdemeanor.

The bill would require that a person who is handicapped who applies for this speciality license plate be issued a handicapper tab for his or her registration plate. Under the bill, the secretary of state would require the same proof that the applicant is a handicapper as is required for a permanent windshield placard.
