        A bill to amend 1949 PA 300, entitled

   "Michigan vehicle code,"

   by amending section 806 (MCL 257.806), as amended by 1995 PA

   267.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 806.  (1) A fee of $10.00 shall accompany each applica-

 2    tion for a certificate of title required by this act or for a

 3    duplicate of a certificate of title.  An additional fee of $5.00

 4    shall accompany an application if the applicant requests that the

 5    application be given special expeditious treatment.

 6         (2) A fee of $10.00 shall accompany an application for a

 7    special identifying number as provided in section 230.

 8         (3) In addition to paying the fees required by

 9    subsection (1), until January 1, 2001, each person who applies

10    for a certificate of title, a salvage vehicle certificate of

 1    title, or a scrap certificate of title, under this act shall pay

 2    a tire disposal surcharge of  50 cents  $2.50 for each certifi-

 3    cate of title or duplicate of a certificate of title that person

 4    receives.  The secretary of state shall deposit money it receives

 5    under this subsection AS FOLLOWS:

 6         (A) FIFTY CENTS OF EACH SURCHARGE RECEIVED FOR A CERTIFICATE

 7    OF TITLE OR DUPLICATE OF A CERTIFICATE OF TITLE RECEIVED UNDER

 8    THIS SUBSECTION into the scrap tire regulatory fund created in

 9    section 16908 of part 169  (scrap tires)  of the natural

10    resources and environmental protection act,  Act No. 451 of the

11     Public Acts of 1994, being section 324.16908 of the Michigan

12     Compiled Laws  1994 PA 451, MCL 324.16908.

13         (B) TWO DOLLARS OF EACH SURCHARGE RECEIVED FOR A CERTIFICATE

14    OF TITLE OR DUPLICATE OF A CERTIFICATE OF TITLE RECEIVED UNDER

15    THIS SECTION INTO THE SCRAP TIRE RECOVERY FUND CREATED IN SECTION

16    17007 OF THE NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT,

17    1994 PA 451, MCL 324.17007.

18         Enacting section 1.  This amendatory act does not take

19    effect unless all of the following bills of the 89th Legislature

20    are enacted into law:

21         (a) Senate Bill No. __________ or House Bill No. __________
