(1) BEFORE JANUARY 1, 1999, THE STATE COURT 2 ADMINISTRATOR SHALL ESTABLISH A SYSTEM OF COLLECTING ACCURATE 3 DATA ON ADULT GUARDIANSHIPS AND CONSERVATORSHIPS.
