A bill to make and supplement appropriations for a capital outlay program for the fiscal year ending September 30, 1998; to implement the appropriations within the budgetary process; to make appropriations for planning and construction at state agencies; to provide for the acquisi- tion of land and buildings; to provide for the purchase of furnishings and equipment relative to occupancy of a project; to prescribe powers and duties of certain state officers and agencies; to prescribe standards and conditions relating to the appropriations; and to provide for the expen- diture of appropriations. (1) Pursuant to section 30 of article IX of the state 3 constitution of 1963, total state spending from state sources for fiscal 4 year 1997-98 is estimated at $17,619,000.00 in this act and state spend- 5 ing from state sources paid to local units of government for fiscal year 6 1997-98 is estimated at $9,000,000.00. The itemized statement below 7 identifies appropriations from which spending to units of local govern- 8 ment shall occur: 9 CAPITAL OUTLAY 10 State transportation department - state aeronautics 11 program............................................ $ 9,000,000 12 TOTAL................................................ $ 9,000,000 13 (2) If it appears to the principal executive officer of a department 14 or branch that state spending to local units of government will be less 15 than the amount that was projected to be expended under subsection (1), 16 the principal executive officer shall immediately give notice of the 17 approximate shortfall to the state budget director. 18 Sec. 202. As used in this act, "DOJ" means the United States 19 department of justice. 20 Sec. 203. The expenditures and funding sources authorized under 21 this act are subject to the management and budget act, 1984 PA 431, MCL 22 18.1101 to 18.1594. 05610'98 6 1 DEPARTMENT OF MANAGEMENT AND BUDGET 2 Sec. 301. The department of management and budget may provide that 3 state buildings on state owned land be demolished when it is determined 4 to be in the best interest of the state due to health and safety concerns 5 or major disrepair. 05610'98 Final page.
