A SUMMARY OF HOUSE BILL 4231 AS INTRODUCED 2-9-99
Public Act 411 of 1994 amended the Michigan Campaign Finance Act to abolish officeholder expense funds (OEFs) beginning January 1, 1995. The 1994 amendment to the act gave elected officials who had existing OEFs until January 1, 1996, to transfer any funds in an OEF to the elected official's candidate committee or to disburse unexpended OEF funds in one of three ways: giving the funds to a tax-exempt charitable organization, returning the funds to the contributors, or giving the funds to a political party committee so long as the OEF didn't have funds received from entities prohibited from making contributions and expenditures under the act.
The bill would repeal section 49 (MCL 169.249) of the act, which describes how unexpended officeholder expense funds must be disposed of.
