A SUMMARY OF HOUSE BILL 4577 AS INTRODUCED 4-27-99


Currently, Part 716 of the Natural Resources and Environmental Protection Act (NREPA) divides the state into three zones for the purpose of distributing grants for local recreation projects. (The projects are to receive funds under the "Clean Michigan Initiative" bond proposal, which was approved by the voters at the November, 1998 general election.) Part 716 specifies that grants made to local units of government are to be allocated by the Department of Natural Resources (DNR) in the following proportions: projects within Zone 1, 3.6 percent; projects within Zone 2, 14.4 percent; and projects within Zone 3, 72 percent. The remainder, or 10 percent, is to be allocated to projects at regional parks.


House Bill 4577 would amend the act to modify the percentage each zone will receive. Under the bill, Zones 1 and 2 would each receive 28 percent; Zone 3 would receive 38 percent; and regional parks would receive 6 percent.
