A SUMMARY OF HOUSE BILL 4724 AS INTRODUCED 5-25-99


Currently, the Michigan Vehicle Code lists several conditions under which the secretary of state is prohibited from issuing or transferring a vehicle registration to the owners or lessees of vehicles. The code also says that when a peace officer detains the driver of a motor vehicle for violations of state laws or local ordinances for which vehicle immobilization is required, the peace officer must confiscate the registration plate and destroy it, issue and place a temporary plate (which is valid for 100 days), and notify the secretary of state through the law enforcement information network (LEIN) that the plate was confiscated and destroyed and a temporary plate issued.


House Bill 4724 would amend the code to add another condition that would prohibit registration. Specifically, the bill would prohibit the secretary of state from issuing or transferring a vehicle registration when the operator's or chauffeur's license is revoked, or when the application for a license is denied for a violation of the Michigan Vehicle Code, or violation of a local ordinance substantially corresponding to the vehicle code. This condition also would be added to those which require a peace officer to confiscate and destroy a registration plate.
