A SUMMARY OF HOUSE BILLS 5189 AND 5190 AS INTRODUCED 12-9-99 AND HOUSE BILL 5213 AS INTRODUCED 12-10-99



The bills would require health insurance polices and similar certificates and contracts that provide mastectomy or lymph node dissection coverage for the treatment of breast cancer to provide, at a minimum, coverage for 48 hours of inpatient hospital services following a mastectomy and 24 hours of inpatient hospital services following a lymph node dissection.



Insurance companies, health maintenance organizations, and Blue Cross and Blue Shield of Michigan would be required to provide prominent written notice to customers about the required coverage in the first mailing to the customer after the effective date of the bills or on January 1, 2000, whichever was earliest.



House Bill 5189 would amend the Public Health Code (MCL 333.21054u) to apply to group and individual contracts of health maintenance organizations (HMOs). House Bill 5190 would amend the Nonprofit Health Care Corporation Reform Act (MCL 550.1418) to apply to group and nongroup certificates of Blue Cross and Blue Shield of Michigan. House Bill 5213 would amend the Insurance Code (MCL 500.3406j) to apply to expense-incurred hospital, medical, or surgical policies and certificates of commercial health insurance companies.
