A REVISED SUMMARY OF HOUSE BILL 5524 AS INTRODUCED 3-21-00


House Bill 5524 would amend the Michigan Vehicle Code to allow a city, county, village, or township to enact an ordinance that prescribes levels of sound produced by a radio, stereo, or other electronic sound equipment in a motor vehicle. Currently the code regulates noisy vehicles due to defective exhaust systems without mufflers, setting decibel levels that vary depending on the type and speed of the vehicle. It also describes acceptable test procedures and sets penalties for violation of the sections governing noise levels. Further, under the code, a local unit of government is prohibited from adopting or enforcing vehicle noise rules unless the rules are identical to the requirements of the code.
