A SUMMARY OF HOUSE BILL 5787 AS INTRODUCED 5-16-00


The bill would amend Part 210 of the Public Health Code to prohibit a health maintenance organization (or an alternative system of health care delivery and financing licensed under the HMO chapter, known as AFDS) from financially rewarding or penalizing a health care provider based on his or her ability to directly or indirectly reduce or limit the health care services provided to enrollees.


The bill would not prohibit bonuses or other arrangements based solely on quality of care or other factors not related to utilization of health care services.
