1. Project GREEEN. A 50% increase is proposed for Project GREEEN, a plant-based agriculture industry research and education program involving Michigan State University, the Department, commodity groups, food processors, and consumers. 2000000
2. Environmental Technology Research Grant. Funding for the Michigan Biotechnology Institute (MBI) for development of environmentally focused technologies for the agriculture industry is eliminated by the Governor, increased by the Senate. 600000
3. Agricultural Equine Industry Development Fund (AEIDF). Appropriations from the AEIDF are reduced 26.7% and 19.6% by the Governor and Senate respectively. FY 1999-2000 AGRICULTURE BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 1998-99 Year-to-Date:
1. Migrant Labor Housing. The Senate included new language requiring the Department to apply for all available Federal funds for migrant labor housing programs. (Sec. 606)
2. Agriculture Equine Industry Development Fund. The Senate included new language requiring a report on planned spending adjustments from the Agriculture Equine Industry Development Fund. (Sec. 807)
3. Great Lakes Downs Race Course. Language expressing Legislative intent that the Department work with the Race Course to facilitate operation of the track was proposed by the Senate. (Sec. 901)
4. Horse Racing Long Range Plan. Language requiring the Office of Racing Commissioner, in cooperation with the horse racing industry, to develop a long range plan for assuring the viability of that industry in the State was included by the Senate. (Sec. 902)
5. Michigan Festivals. The Senate included new language allocating Michigan Festivals appropriations to the Michigan Festivals and Events Association contingent upon a 100% cash or in-kind match. (Sec. 705)
6. Right-to-Farm. A report on Michigan Right-to-Farm Act activities is required by the Senate. (Sec. 225)
7. Restaurant Inspection. The Senate included a requirement that the Department develop and submit a plan for assuming responsibility for restaurant inspection and licensing functions from local health departments. (Sec. 401)
8. Limitation on Simulcast Revenue. Language expressing legislative intent that use of simulcast revenues for non-fair/non-horse racing grants or projects be prohibited in FY 1999-2000 was deleted by the Governor, retained by the Senate. (Sec. 216)
9. Project GREEEN. Language designating unobligated Project GREEEN appropriations as a work project was adjusted to include an estimated Project completion date of September 30, 2001 by the Governor, versus September 30, 2003 as proposed by the Senate. (Sec. 305 (3))
10. Energy Conservation Program. Language allocating $50,000 to Michigan State University for improved technology for energy conservation was deleted. (Sec. 601(1))
11. Private Forest Land Development. The Governor deleted, the Senate retained language which allocates $300,000 in local soil conservation district appropriations to district forestry programs. (Sec. 605)
12. Can-Am Draft Horse Show. The Governor deleted language which dictates the use of the Can-Am draft horse show appropriation. The Senate modified the language to allocate the draft horse shows appropriation equally to the Can-Am and Great Lakes International Draft Horse Shows. (Sec. 806)
13. Michigan State Fair. Language included by the Governor, but not the Senate, appropriates up to an additional $1,000,000 GF/GP to cover any difference between actual State Fair revenues and appropriations.
14. Fall Youth Show. An $11,400 allocation from the premiums - county and state fairs appropriation for the Michigan Horse Show Assoc. Fall Youth Show was deleted by the Governor, retained by the Senate. (Sec. 405)
15. Livestock Indemnification. The Governor deleted, the Senate retained language allowing the use of any appropriation to provide up to $10,000 indemnity pursuant to Animal Husbandry Act, and fair market value of livestock killed by a wolf. (Sec. 210)
16. Common Language. Language common to all FY 1998-99 appropriation acts regarding Year 2000 activities, "Buy American", depressed and deprived communities, contractual services, personal services contracts with early retirees, privatization, and capped Federal and special revenue funds was deleted by the Governor (Sections 206, 212, 213, 217, 218, 219, and 220). The Senate retained all but the "Year 2000" and personal services/early retiree language, and included language requiring the Department to retain copies of all reports produced with appropriations in the bill (Sec. 222), to make reports required by the bill available via the Internet, (Sec. 223), and to provide a report by the Departments's internal auditor.
