$100,000 for Big Rapids, and agreed to the House scrap tire

2 . Hazardous Waste Program. The
Governor made appropriation from the environmental pollution fund contingent
upon enactment of hazardous waste user fees, which was deleted by the Senate and
House. |
3. Community Right-to-Know. The Senate
restored language providing direction on funding for this program,
included in House and Conference. (Sec. 801) |
4. Children's Health Study. The Senate
restored language designating $100,000 for research on the adequacy of
department standards to protect children's health, included in House and Conference. (Sec.

5. Out of State Waste. The Senate added
language directing $115,000 and 2.0 FTE in Criminal Investigations for
monitoring out-of-state waste. Approved by House and amended to 1.0 FTE and $75,000 in

6. Endangered Species. The Senate
prohibited funding permit review activities by organizations that acquire
endangered species habitat. The House replaced this with a transition plan for future operation
of NFI by 3/1/200.

7. Settlement Fund Grants. The Senate
provided direction on a new grant program, not included by House. Replaced

language to urge the department to consider the impact of grants, loans or

11. Public Beach Tests. The House added
new language requiring a report on local beach testing, not included in

12. Cleanup Funds. The Senate added
language requiring a report on funds awaiting expenditure, concurred in

13. Low Income Community Wastewater Assistance.
The House added language providing direction on this new line

14. Drinking Water. The House added
language allowing the use of funds in Sec. 114 for drinking water access in

15 Scrap Tire Grants. The House added
language directing $100,000 to Benzie County for costs associated with scrap

16. Pollution Prevention Grants. The
House added language providing direction on pollution prevention grants from
