Items Included by the Senate and House
1. Michigan Education Information System. The Governor, Senate, and House recommended funding a new data system, electronically linking all schools to the Department of Education, and providing reports to interested parties via the Internet. 750,000
2. Michigan Educational Assessment Program (MEAP). The Senate and House concurred with the Executive to increase the test development and administration line by all but $2,100 of the recommended appropriation. The Senate, House, and Governor replaced the GF/GP source of funding with Michigan Merit Award Trust Fund dollars. 5,611,600
3. Federal Grants. Three new Federal grants, Class Size Reduction, Gear-Up, and Reading Excellence Act, totaling $64.6 million are anticipated in FY 1999-2000. 4. Economic Adjustments. The House and Senate include $1.45 million for economic changes, of which $394,200 is GF/GP. 1,453,900
5. Other Changes. The Executive proposed, and the House and Senate concurred, in a number of other changes, mainly relating to increased available administration dollars, arising from increased anticipated Federal grants. 5,956,800

6. TEFAP Administration Funding. The Senate added $25,000 ($12,500 GF/GP, $12,500 Federal) for continuation of current State administration of the emergency food assistance program. The Conference Report includes this item. 25,000
7. Teacher Preparation Study. The Senate added $250,000 GF/GP for a study of teacher preparation and satisfaction with curriculum taught. The Conference Report funds this study at $237,500. 237,500
8. Technical Funding Adjustments. The Senate included an additional $18.1 million in Federal funds based on revised estimates of Federal grants awarded to the State. The Conference Report concurs with Senate funding levels. 18,129,800
9. Michigan School for the Blind. The Senate adjusted two funding sources within this line item to reflect actual revenue streams, and the Conference Report concurs. 0
10. Office for Safe Schools. The Senate appropriated $200,000 Federal funds for this within the Innovation and Community Services line item. The Conference Report includes funding for this office, but separates the funding into a separate line item. 200,000
11. Focus: HOPE. The Senate included $681,000 for Focus: HOPE, and continued funding at $300,000 for Fast Track. Both lines were moved to the Department of Career Development. (300,000)

Items Included by the Senate and House
1. Contingency Funds. The Senate and House designated $20 million in Federal contingency funds. Further, the Governor, Senate, and House concurred in increasing the level of private contingency funds to $3 million (up from $250,000), and retained the prior year levels of State and restricted contingency funds. (Sec. 205)
2. Proprietary Schools Oversight. The Executive recommendation deleted the section earmarking $250,000 and 3.0 FTEs to oversee proprietary schools. The Senate and House retained the section. (Sec. 212)
3. Internal Audit. The Senate and House include a new section requiring the Department to furnish a report detailing audits undertaken and audit time spent on statutory or other activities. (Sec. 219)
4. Charter Schools Office. The Senate and House concurred with the Executive to earmark $500,000 and 5.0 FTEs from Innovation and Community Services to fund the Charter Schools Office. Currently, funding for this office is earmarked from the State Board/Superintendent Operations line. (Sec. 303)
Conference Agreement on Items of Difference
5. Office for Safe Schools. The Governor's proposal removed this section which mandates the Department to establish the Office to prevent school violence. The House retained the section, earmarked $200,000 from Federal funds to fund the Office, and further reduced the Office's current responsibilities. The Senate appropriated funding in Part I for this Office. The Conference Report separates out funding for this Office into a new line item. (Sec. 217)
6. Parental Involvement. The House included two sections focused on increasing parental involvement. The first earmarked $900,000 Federal funds to be made available as competitive grants with a focus on increasing involvement in education; the second required the establishment of a parental involvement and community empowerment initiative. The Senate and Conference Report do not include either section because $700,000 for the first program is proposed in the School Aid budget.
7. Student Database. The Senate included a section requiring the Department to consult with the Attorney General regarding privacy rights when gathering data for the student data warehouse. The Conference Report does not include the section.
8. Personnel Records. The Senate included a section requiring school districts to maintain files of personnel accused of sexual misconduct. The Conference Report limits this requirement to situations where the employee was disciplined by the local school board. (Sec. 222)
9. Teacher Preparation Study. The Senate included boilerplate detailing the teacher preparation study funded in Part I. The Conference Report included the section. (Sec. 505)
10. Substitute Teaching Hours. The Senate included a section requiring the Department to publish guidelines whereby substitute teaching hours would count toward hours of internship required for teacher certification. The Conference Report modifies this language to authorize universities to provide an alternative teacher certification program where up to ½ of the required student teaching hours could be satisfied by substitute teaching. (Sec. 506)
11. Focus: HOPE. The Senate included language providing guidelines for the use of Focus: HOPE appropriations. Because the Conference Report does not include this funding, the section was not included in the Conference Report.
