CONTENT
The bill would amend the Michigan Vehicle Code to require that a vehicle be assessed at 50% of the registration fee provided in the Code if the vehicle were owned by a person who was permanently confined to a wheelchair or by a person who transported a resident of his or her household who was permanently confined to a wheelchair. The bill specifies that only one registration plate per household could be issued and assessed at the 50% rate.
Currently, the Code requires a 50% reduction in the registration fee for a van owned by a person who uses a wheelchair or by a person who transports a resident of his or her household who uses a wheelchair.

FISCAL IMPACT
The average registration fee per vehicle is approximately $70. According to the 1990 census, there were 57,180 wheelchair users in the State of Michigan. The provisions of this bill could result in a minimum revenue loss of $2,000,000 to the State. There would be no fiscal impact on local government.
