1. Welfare-to-Work. The Governor
recommended adding language stating that the Work First Program not be
construed to be an entitlement to services and deleting the section requiring the Department to
work with FIA to establish
guidelines for post-employment training and submit them to the Appropriations Committees.
The House and Senate
reinstated this language and added new language allowing participants enrolled in a vocational
program for less than 6
months to enroll in one additional program for a combined period of not more than 6 months.
(Sec. 305) The Senate
added 3 additional sections providing funding to Starfish Family Services ($2,250,000);
Michigan Organizing Program in
Muskegon ($150,000); and the Warren Conner Development Coalition ($600,000). (Sec. 305a,
305b, 305c) |
2. Pre-College Programs in the Engineering and the
Sciences. The House and Senate added new language requiring
the Department to provide a report on this program including drop-out rates, grade point
averages, and enrollment data.

3. Vocational Rehabilitation Facilities.
The House added new language stating legislative intent that the local match
for facilities increase from 21.3% to 27% for FY 2001-2002. The Senate retained the current
year language. (Sec 303) |
4. Employment Service Agency. The
Governor recommended deleting language requiring the department to have at
least 1 veteran's outreach specialist at each Michigan Works! office. The House and Senate
reinstated this language and
added new language requiring the department to continue to make the appropriate placement
of disabled veterans a
priority. (Sec. 312) |
5. Enhanced Technical Vocational Training for
Welfare Recipients. The Governor, House, and Senate
recommended deleting this language. |
6. Michigan Council of Foundations. The
House added language requiring this funding be distributed with
$10,000,000 being allocated for youth and senior needs and the other $10,000,000 being
allocated to support community
youth tobacco prevention and smoking cessation programs. The Senate reduced amount for
Health and Senior needs to
$9,000,000. (Sec. 315) |
7. Independent Living Centers. The
Governor, House and Senate recommended deleting language requiring that a
portion of the funding be distributed to the Center in Marquette county. The Senate
recommended additional data on the
number of persons served be included in the report. (Sec. 304) |
8. Work First Report. The Governor,
House and Senate added new language that requires the Department to continue
the study on former work first participants whose cases closed in 1999 and 2000. (Sec.
311) |
9. Michigan Works! Centers. The House
and Senate recommends adding new language requiring the department to
allocate sufficient funding to these centers to allow them to remain operational. (Sec.
309) |
10. King-Chavez-Parks Initiative. The
House included all of the boilerplate from the Higher Education budget
regarding this program and added new language requiring the Department to report
employment outcomes for the Future
Faculty Program. The Senate maintained language on Future Faculty Report but did not
include Higher Education
language. (Sec. 320) |
11. Adult Basic Education. The House
added new language requiring that the GF/GP funding appropriated in part 1 be
distributed in the form of grants to adult education providers. The House also added intent
language that the
administration staff for adult education ensure that at least $80,000,000 in the program be
distributed through the same
process as outlined in the School Aid Act, and the remaining $20,000,000 be distributed
through any alternative process.
The Senate did not include new grant language but concurred with intent language. (Sec.

12. Summer Youth Employment Initiative.
The House added new language allowing the Department, upon request, to
provide support to the FIA in developing and monitoring this initiative. The Senate did not
include this language. |
13. Boys & Girls Club. The Senate
added new language requiring the $1,000,000 tobacco funding be distributed to the
Michigan area Boys and Girls Club of America. (Sec. 314) |
14. Medicaid Buy-In for the Working
Disabled. The Senate added new language prohibiting the expenditure of funds
appropriated for this program unless S.B. 881 is enacted into law. (Sec.
