1. Pre-College Programs in the Engineering and the
Sciences. The House and Senate added new language requiring
the Department to provide a report on this program including drop-out rates, grade point
averages, and enrollment data.

2. Employment Service Agency. The
Governor recommended deleting language requiring the department to have at
least 1 veteran's outreach specialist at each Michigan Works! office. The House and Senate
reinstated this language and
added new language requiring that appropriate placement of disabled veterans be a priority.

3. Enhanced Technical Vocational Training for
Welfare Recipients. The Governor, House, and Senate
recommended deleting this language. |
4. Michigan Works! Centers. The House
and Senate recommends adding new language requiring the department to
allocate sufficient funding to these centers to allow them to remain operational. (Sec.

5. Welfare-to-Work. The Governor
recommended adding language stating that the Work First Program not be
construed as an entitlement to services and deleting the section requiring the two departments
to establish guidelines for
post-employment training. The House and Senate reinstated this language and added
language allowing participants to
enroll in more than one vocational program for not more than 6 months. (Sec. 305) The
Senate added 3 additional
sections providing funding to Starfish Family Services ($2,250,000); Michigan Organizing
Program in Muskegon
($150,000); and the Warren Conner Development Coalition ($600,000). Conference did not
include new Senate sections. |
6. Vocational Rehabilitation Facilities.
The House added new language stating legislative intent that the local match
for facilities increase from 21.3% to 27% for FY 2001-2002. The Senate retained the current
year language. Conference
concurred with the Senate. (Sec 303) |
7. Michigan Council of Foundations. The
House added language requiring $10,000,000 allocated for youth and
senior needs and $10,000,000 allocated to support community youth tobacco prevention and
smoking cessation programs.
The Senate reduced amount for Health and Senior needs to $9,000,000. Conference revised
current year language. (Sec.

8. Independent Living Centers. The
Governor, House and Senate recommended deleting language requiring that a
portion of the funding be distributed to the Center in Marquette county. The Senate
recommended additional data on the
number of persons served be included in the report. Conference concurred with the Senate
and added a report on
personal assistance services. (Sec. 304) |
9. King-Chavez-Parks Initiative. The
House included all of the boilerplate from the Higher Education budget
regarding this program and added new language requiring the Department to report
employment outcomes for the Future
Faculty Program. The Senate maintained language on Future Faculty Report but did not
include Higher Education
language. Conference concurred with the House. (Secs. 320-331) |
10. Adult Basic Education. The House
added new language requiring that the GF/GP funding appropriated in part 1 be
distributed in the form of grants to adult education providers. The House also added intent
language for adult education
to ensure that funding be distributed through the same process as outlined in the School Aid
Act. The Senate did not
include new grant language but concurred with intent language. Conference concurred with the
Senate. (Sec. 321) |
11. Summer Youth Employment Initiative.
The House added new language allowing the Department, upon request, to
provide support to the FIA in developing and monitoring this initiative. The Senate did not
include this language.

12. Boys & Girls Club. The Senate
added new language requiring the $1,000,000 be distributed to the Boys and Girls
Club. Conference did not include this language. |
13. Medicaid Buy-In for the Working
Disabled. The Senate added new language prohibiting expenditure of funds
unless S.B. 881 is enacted into law. Conference did not include. The Senate also added
language requiring the
Department to work with DCH to establish this program under the Federal "Ticket to Work and
Work Incentives Act".
