1. Wetlands Inventory. The Senate modified House proposed language requiring the allocation of $412,000 to inventory wetlands in counties contiguous to the Great Lakes, by eliminating the allocation and requiring the Department to make or cause to be made, a grant request for Great Lakes Protection Fund dollars for the purpose of conducting a wetlands inventory. (Sec. 303) |
2. Wetlands Designation. The Senate did not concur with House proposed language requiring the Department to promulgate a rule designating all wetlands identified in a 1996 report, and located on State-owned property as essential to the preservation of the natural resources of the State. |
3. Air Quality Permitting. The Senate did not include House proposed language requiring the allocation of $60,000 in Scrap Tire Regulatory Fund revenue from the air quality appropriation for assisting in the processing of permit applications from plants that use tire-derived fuels. The Senate also deleted the funding provided by the House for this purpose. |
4. Air Quality Program Reporting. The Senate included language requiring quarterly reports on Air Quality Program expenditures and revenues, by fund source and program function. The Senate deleted language requiring a report on air quality permit backlogs. (Sec. 401) |
5. Non-Native Aquatic Nuisance Species. The Senate included language requiring the Department, in conjunction with the Department of Natural Resources, to provide a report on the impact of non-native aquatic nuisance species and other non-native species on the environment and natural resources of the State. 6. Children's Health Report Implementation. House language requiring the Department to submit a report, via the Internet, on efforts to implement the recommendations of the Michigan Environmental Science Board in its report, "Analysis of the Michigan Department of Environmental Quality Administered Environmental Standard to Protect Children's Health" was included by the Senate. (Sec. 220) |
7. Solid Wastes Alternatives Program. The Senate included language requiring a report summarizing the projects and expenditures of the Solid Waste Alternatives Program (SWAP), funded under the 1988 Environmental Protection Bond Initiative, and an assessment of the accomplishments of SWAP. (Sec. 902) |
8. Scrap Tire Fire Suppression. The Governor, House, and Senate deleted language allocating $100,000 of the scrap tire grants appropriation to Benzie County for fire suppression expenses. The House and Senate included new language allocating $100,000 from the scrap tire grants appropriation for grants to local communities to fund scrap tire fire suppression efforts when all other funding sources have been exhausted. 9. Cleanup and Redevelopment Site Lists. The Senate modified current year language listing sites to be funded under the Environmental Cleanup and Redevelopment Program and under the Leaking Underground Storage Tank Cleanup Program appropriations. (Sec. 705 and Sec. 804) |
10. Out-of-State Waste Inspection. The Governor, House, and Senate deleted language designating 1.0 FTE position and $75,000 primarily for the inspection of out-of-state waste. |
11. 4-H Youth Programs. The Senate retained language that was deleted by the Governor and House allocating $5,000 from the Environmental Education Fund to the Michigan State University Extension Service - 4-H Youth Programs for the Michigan Youth Conservation Council. (Sec. 221) |
12. Reappropriation of Prior Year Balances. The Governor retained, the House and Senate deleted current year language authorizing the Department to spend balances from prior year environmental cleanup and redevelopment program, and environmental protection bond fund appropriations on sites listed in this or prior appropriations acts. |
13. Laboratory Accreditation. The Governor, House, and Senate deleted current year language requiring the Department to develop and implement a laboratory accreditation program in conformance with the National Environmental Laboratory Accreditation Program. |
