A bill to establish the office of Michigan minority ombuds- man; to prescribe its powers and duties; and to prescribe the powers and duties of certain state agencies and departments. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. As used in this act: 2 (a) "Minority" means an individual who is African-American, 3 Asian-American, Eskimo, Hispanic, or American Indian. 4 (b) "Minority-owned business" means a business that is at 5 least 50% owned, controlled, and managed by minorities. 6 Sec. 2. The office of the Michigan minority ombudsman is 7 created within the department of civil rights. The principal 8 executive officer of the office is the Michigan minority ombuds- 9 man, who shall be appointed by the governor with the advice and 10 consent of the senate. 00836'99 DMS 2 1 Sec. 3. (1) The office of the Michigan minority ombudsman 2 is responsible for assisting minority-owned businesses in using 3 services of the state available to those businesses. 4 (2) The department of civil rights, the department of con- 5 sumer and industry services, the Michigan jobs commission, the 6 department of management and budget, and the department of trea- 7 sury shall assist the office of Michigan minority ombudsman in 8 executing the duties described in subsection (1). 00836'99 Final page.
