referred to the Committee on House Oversight and Operations.


        A bill to amend 1978 PA 472, entitled

   "An act to regulate political activity; to regulate lobbyists,
   lobbyist agents, and lobbying activities; to require registration
   of lobbyists and lobbyist agents; to require the filing of
   reports; to prescribe the powers and duties of the department of
   state; to prescribe penalties; and to repeal certain acts and
   parts of acts,"

   (MCL 4.411 to 4.431) by adding section 6b.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         SEC. 6B.  (1) A PERSON WHO HELD AT ANY TIME THE OFFICE OF A

 2    CLASSIFIED DIRECTOR OR OF A MEMBER OF A BOARD OR COMMISSION THAT

 3    IS THE HEAD OF A STATE DEPARTMENT SHALL NOT MAKE ANY EXPENDITURES

 4    FOR OR RECEIVE COMPENSATION OR REIMBURSEMENT FOR ACTUAL EXPENSES

 5    FOR LOBBYING.

 6         (2) AS USED IN THIS SECTION, "DIRECTOR" MEANS AN INDIVIDUAL

 7    OR A BOARD OR COMMISSION THAT IS THE HEAD OF A PRINCIPAL
