A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1204a (MCL 380.1204a), as amended by 1996 PA 159. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1204a. (1) In addition to the requirements specified 2 in section 1280 for accreditation under that section, if the 3 board of a school district wants all of its schools to be accred- 4 ited under section 1280, the board shall prepare and submit to 5 the state board INTERMEDIATE SCHOOL DISTRICT TO WHICH IT IS 6 CONSTITUENT AND TO THE DEPARTMENT not later than September JULY 7 1 each year , and shall provide that each school in the school 8 district distributes to the public at an open meeting not later 9 than October 15 each year, an annual educational report. The 10 annual educational report shall include, but is not limited to, 02528'99 * TAV 2 1 all of the following information for each public school in 2 OPERATED BY the school district: 3 (a) The accreditation status of each THE school. within 4 the school district, the process by which pupils are assigned to 5 particular schools, and a description of each specialized 6 school. 7 (b) The status of the 3- to 5-year school improvement plan 8 as described in section 1277 for each THE school. within the 9 school district. 10 (c) A copy of the core academic curriculum FOR THE SCHOOL 11 and a description of its implementation, including how pupils are 12 ensured enrollment in those courses or subjects necessary for 13 them to receive adequate instruction in all of the core academic 14 curriculum, and the variances and explanation for the variances 15 from the model core academic curriculum developed by the state 16 board OR SUPERINTENDENT OF PUBLIC INSTRUCTION pursuant to section 17 1278(2). 18 (d) A report for each school of aggregate student achieve- 19 ment based upon the results of any locally-administered student 20 competency tests, statewide assessment tests, or nationally 21 normed achievement tests that were given to pupils attending THE 22 school. in the school district. 23 (e) For the year in which the report is filed and the previ- 24 ous school year, the district pupil retention report as defined 25 in section 6 of the state school aid act of 1979, being 26 section 388.1606 of the Michigan Compiled Laws MCL 388.1606, FOR 27 THE SCHOOL. 02528'99 * 3 1 (f) The number and percentage of parents, legal guardians, 2 or persons in loco parentis with pupils enrolled in the school 3 district who participate in parent-teacher conferences. for 4 pupils at the elementary, middle, and secondary school level, as 5 appropriate. 6 (g) Beginning in the 1996-97 school year, if IF the school 7 is a high school, all of the following: 8 (i) The number and percentage of pupils enrolled in the 9 school who enrolled during the immediately preceding school year 10 in 1 or more postsecondary courses under the postsecondary 11 enrollment options act, or under section 21b of the state school 12 aid act of 1979, being section 388.1621b of the Michigan Compiled 13 Laws 1996 PA 160, MCL 388.511 TO 388.524. 14 (ii) The number of college level equivalent courses offered 15 to pupils enrolled in the school, in the school district, and in 16 consortia or cooperative programs available to pupils of the 17 school district. 18 (iii) The number and percentage of pupils enrolled in the 19 school who were enrolled in at least 1 college level equivalent 20 course during the immediately preceding school year, disaggre- 21 gated by grade level. 22 (iv) The number and percentage of pupils described in sub- 23 paragraph (iii) who took a college level equivalent credit 24 examination. 25 (v) The number and percentage of pupils described in sub- 26 paragraph (iv) who achieved a score on a college level equivalent 02528'99 * 4 1 credit examination that is at or above the level recommended by 2 the testing service for college credit. 3 (vi) THE NUMBER OF PUPILS WHO TOOK THE AMERICAN COLLEGE TEST 4 (ACT), THE COMPOSITE SCORE FOR PUPILS WHO TOOK THAT TEST, AND THE 5 PERCENTAGE OF PUPILS IN GRADE 12 WHO HAVE TAKEN THAT TEST. 6 (vii) THE PERCENTAGE OF GRADUATING SENIORS WHO APPLIED FOR 7 ADMISSION TO A 4-YEAR COLLEGE OR UNIVERSITY WHO WERE ADMITTED TO 8 A 4-YEAR COLLEGE OR UNIVERSITY. 9 (viii) THE GRADUATION RATE FOR PUPILS IN GRADE 12, EXPRESSED 10 AS A PERCENTAGE ROUNDED TO 1 DECIMAL PLACE AND DETERMINED BY 11 DIVIDING THE NUMBER OF PUPILS GRADUATING FROM HIGH SCHOOL AT THE 12 END OF THE SCHOOL YEAR BY THE NUMBER OF PUPILS ENROLLED IN GRADE 13 12 AT THE BEGINNING OF THE SCHOOL YEAR. 14 (H) AVERAGE CLASS SIZE. FOR GRADES K-5, AVERAGE CLASS SIZE 15 SHALL BE EXPRESSED AS A SINGLE AVERAGE FOR ALL CLASSES, ROUNDED 16 TO 1 DECIMAL PLACE. FOR GRADES 6-12, AVERAGE CLASS SIZE SHALL BE 17 EXPRESSED AS AN AVERAGE FOR EACH OF 4 SUBJECT AREAS: MATHEMAT- 18 ICS, SCIENCE, SOCIAL STUDIES, AND LANGUAGE ARTS. 19 (I) THE PROPORTION OF SCHOOL OPERATING FUNDS ALLOCATED TO 20 THE SCHOOL THAT ARE USED FOR DIRECT EDUCATIONAL SERVICES. 21 (J) THE COMPOSITION OF THE SCHOOL'S STAFF, SHOWING THE TOTAL 22 NUMBER OF SCHOOL STAFF MEMBERS AND THE PERCENTAGE OF THAT TOTAL 23 WHO ARE INSTRUCTIONAL STAFF, THE PERCENTAGE OF THAT TOTAL WHO ARE 24 ADMINISTRATIVE STAFF, AND THE PERCENTAGE OF THAT TOTAL WHO ARE 25 SUPPORT STAFF. 26 (K) THE PERCENTAGE OF TEACHERS WITH A MASTER'S, DOCTORATE, 27 OR SPECIALIST'S DEGREE. 02528'99 * 5 1 (l) (h) A comparison with the immediately preceding school 2 year of the information required by subdivisions (a) through 3 (g) UNDER THIS SUBSECTION. 4 (2) IN ADDITION TO THE INFORMATION ABOUT EACH SCHOOL 5 REQUIRED UNDER SUBSECTION (1), THE BOARD OF A SCHOOL DISTRICT 6 SHALL SUBMIT AT THE SAME TIME TO THE INTERMEDIATE SCHOOL DISTRICT 7 AND THE DEPARTMENT ALL OF THE FOLLOWING INFORMATION CONCERNING 8 THE SCHOOL DISTRICT AS A WHOLE: 9 (A) THE BEGINNING, MEDIAN, AND HIGHEST TEACHER SALARY IN THE 10 SCHOOL DISTRICT. 11 (B) THE PERCENTAGE OF THE SCHOOL DISTRICT'S TOTAL SCHOOL 12 OPERATING BUDGET USED FOR TEACHER SALARIES AND BENEFITS. 13 (C) THE PERCENTAGE OF THE SCHOOL DISTRICT'S TOTAL SCHOOL 14 OPERATING BUDGET USED FOR ADMINISTRATIVE SALARIES AND BENEFITS. 15 (D) A COMPARISON WITH THE IMMEDIATELY PRECEDING SCHOOL YEAR 16 OF THE INFORMATION REQUIRED UNDER THIS SUBSECTION. 17 (3) NOT LATER THAN JULY 15 EACH YEAR, USING THE INFORMATION 18 SUBMITTED UNDER SUBSECTIONS (1) AND (2), THE DEPARTMENT SHALL 19 COMPILE AND PROVIDE TO EACH INTERMEDIATE SCHOOL DISTRICT A REPORT 20 OF THE STATEWIDE AVERAGES FOR EACH CATEGORY OF INFORMATION 21 DESCRIBED IN SUBSECTIONS (1) AND (2) FOR WHICH A STATEWIDE AVER- 22 AGE CAN BE CALCULATED. 23 (4) NOT LATER THAN AUGUST 15 EACH YEAR, AN INTERMEDIATE 24 SCHOOL DISTRICT SHALL DO ALL OF THE FOLLOWING: 25 (A) COMPILE ALL OF THE INFORMATION SUBMITTED UNDER SUBSEC- 26 TIONS (1) AND (2). 02528'99 * 6 1 (B) CALCULATE THE INTERMEDIATE SCHOOL DISTRICT AVERAGE FOR 2 EACH CATEGORY OF INFORMATION UNDER SUBSECTIONS (1) AND (2) FOR 3 WHICH AN INTERMEDIATE SCHOOL DISTRICT AVERAGE CAN BE CALCULATED. 4 (C) DEVELOP AN ANNUAL EDUCATIONAL REPORT CARD FOR EACH CON- 5 STITUENT SCHOOL DISTRICT THAT CONTAINS ALL OF THE INFORMATION 6 SUBMITTED BY THE SCHOOL DISTRICT UNDER SUBSECTIONS (1) AND (2) 7 AND THAT CONTAINS INTERMEDIATE SCHOOL DISTRICT AND STATEWIDE 8 AVERAGES FOR EACH CATEGORY OF INFORMATION FOR WHICH THOSE AVER- 9 AGES CAN BE CALCULATED. IN THIS REPORT CARD, THE INFORMATION 10 UNDER SUBSECTION (1) SHALL BE COMPILED BOTH BY INDIVIDUAL SCHOOL 11 AND BY SCHOOL DISTRICT AGGREGATE, TO THE EXTENT THE INFORMATION 12 CAN BE COMPILED IN THIS MANNER. 13 (D) PROVIDE A COPY OF THIS REPORT CARD TO THE CONSTITUENT 14 SCHOOL DISTRICT, THE DEPARTMENT, THE PARENT OR LEGAL GUARDIAN OF 15 EACH SCHOOL-AGE CHILD RESIDING IN THE CONSTITUENT SCHOOL DIS- 16 TRICT, AND EACH NEWSPAPER OF GENERAL CIRCULATION IN THE CONSTITU- 17 ENT SCHOOL DISTRICT. 18 (5) THE BOARD OF A SCHOOL DISTRICT SHALL ENSURE THAT A COPY 19 OF THE ANNUAL EDUCATIONAL REPORT CARD UNDER SUBSECTION (4) FOR 20 EACH SCHOOL IS AVAILABLE AT THE SCHOOL AND AT THE BOARD OFFICE 21 AND IS PROVIDED WITHOUT CHARGE TO ANY INTERESTED PERSON UPON 22 REQUEST. 23 (6) (2) At least annually, the department shall prepare 24 and submit to the legislature a report of the information 25 described in subsection (1)(g), aggregated for statewide and 26 intermediate school district totals, using the information 27 submitted by school districts. 02528'99 * 7 1 (7) (3) The state board DEPARTMENT shall prepare and 2 make available to school districts AND INTERMEDIATE SCHOOL 3 DISTRICTS suggestions for accumulating the information listed in 4 subsection (1) REQUIRED UNDER THIS SECTION and a model annual 5 educational report CARD for school districts AND INTERMEDIATE 6 SCHOOL DISTRICTS to consider in the implementation of this 7 section. 8 (8) (4) As used in this section, "college level equivalent 9 course" and "college level equivalent credit examination" mean 10 those terms as defined in part 14a SECTION 1471. 02528'99 * Final page.
