ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 1353 AND SB 1354 DATED 7-10-02:

HOUSE COMMITTEE ACTION:

The House Committee on Tax Policy made the bill effective for the 2003 tax year and thereafter rather than the 2002 tax year and thereafter. Senate Bill 1353, which would create a checkoff for breast cancer donations on the state income tax form, is tie-barred to Senate Bill 1354 (contained on the accompanying Senate Fiscal Agency analysis) or to House Bill 6120, each of which would create the new "Amanda's Fund for Breast Cancer Research" into which donations from the income tax check-off would be deposited. Senate Bill 1353 cannot become law unless one of those two bills is also enacted. House Bill 6120 is described in the analysis by the House Legislative Analysis Section of House Bills 6119 and 6120 dated 6-5-02. House Bills 6119 and 6120 passed the House last week (December 5th). Senate Bill 1354 remains in the House Committee on Tax Policy, so presumably Senate Bill 1353 and House Bill 6120 will together create the breast cancer check-off, if both houses of the legislature approve.
