A SUMMARY OF HOUSE BILL 4307 AS INTRODUCED 2-20-01
The bill would add a new section to the Michigan Telecommunications Act to require operator service providers to provide pay phone customers attempting to make long distance calls with free advice on how to find out the rate for long distance calls from the pay phone.
More specifically, before advising a caller how to complete a "0+" call using a pay phone, the operator service provider that owned or operated the pay phone, or contracted to provide toll service for the pay phone provider, would have to orally advise the caller how to receive a rate quote. The bill would further require that in order to receive a rate quote, the caller would have to have the option of either pressing a sequence of not more than two keys or staying on the line for help from the toll service provider. The caller could not be charged for using the pay phone or toll service if he or she terminated the call after receiving the rate quote. The bill would not apply to calls made by a caller using his or her toll provider of choice by dialing that provider's access service method.
