A SUMMARY OF HOUSE BILL 4419 AS INTRODUCED 3-6-01
House Bill 4419 would amend the Revised School Code to create a Blue Ribbon Committee on Special Education.
The bill would require that not later than July 1, 2001, the governor appoint a blue ribbon committee to be housed in the Department of Education. The committee would consist of, but not be limited to, representatives of all of the following groups: parents of special education students; special education teachers; school board members; directors of special education; and, school superintendents. The committee would study and make recommendations to the governor and legislature about special education policy and funding. Its business would be conducted in public in compliance with the Open Meetings Act, and any writing in its possession would be subject to the Freedom of Information Act. Members of the committee would serve without compensation; however, they could be reimbursed for their actual and necessary expenses incurred while performing their official duties. Finally, the department would be required to provide necessary support staff and other technical assistance, as the committee requested.
