A SUMMARY OF HOUSE BILL 4438 AS INTRODUCED 3-8-01

Currently, the Michigan Penal Code makes it a felony to counterfeit, forge, or alter a railroad ticket with the intent to injure or defraud another person. House Bill 4438 would also make it a felony to forge, counterfeit, or falsely make bus passenger tickets that purported to be made or issued by a local unit of government or a local municipal authority in the state. The bill would specify that either violation would be punishable by imprisonment for up to four years, a fine of not more than $2,000, or both.

The bill would define a "bus passenger ticket" as any ticket, card, pass, certificate, or paper that provided for the carriage or transportation of a person upon a bus. It would include a ticket whether fully prepared for use, not fully prepared for use, or previously used. The bill would apply to passenger tickets for buses designed to carry 16 or more passengers, including the driver, but would not apply to a school bus.
