A SUMMARY OF HOUSE BILL 4618 AS INTRODUCED 4-18-01

Currently, the State School Aid Act allocates $38 million for fiscal years 2000-2001 and 2001-2002, and $50 million for fiscal year 2002-2003, for summer school instruction in reading and mathematics for students in grades 1, 2, 3, or 4 who meet at least one of the following two criteria: a) have achieved less than satisfactory results, as determined by the district, in the mathematics or reading portion of a department-approved annual standardized assessment of grade-appropriate basic educational skills; or, b) have scored in the low performance category of the mathematics or reading portion of the grade 4 Michigan Education Assessment Program (MEAP) test.

House Bill 4618 would amend this provision of the act to allow school districts to use some or all of these funds to provide before-school or after-school programs designed to assist students who met at least one of the listed criteria to meet standards for basic literacy or numeracy skills. In addition, the bill would require that a district receiving funding for before-school or after-school programs report results achieved in a manner prescribed by the department.
