A SUMMARY OF HOUSE BILL 4699 AS INTRODUCED 5-2-01
House Bill 4699 would amend Public Act 204 of 1967, the Metropolitan Transportation Authorities Act, to eliminate its provisions that establish a regional transit coordinating council. (Public Act 204 establishes the Southeastern Michigan Transportation Authority and specifies that it includes the counties of Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne.)
Specifically, the bill would delete the act's definition of "council," which is defined to mean a regional transit coordinating council formed under the act. The bill also would delete a provision that allows a chief executive officer of a county not required to form a corporation to withdraw from the authority under certain circumstances, and which provides for the conveyance of that county's assets and liabilities when that occurs. Finally, the bill repeals sections of the act that create the regional transit coordinating council, establish its purpose, rights, duties and powers, provide for the council's articles of incorporation and long-range plan, and require the authority to allocate and convey to a city with a population of 750,000 or more all assets and liabilities attributable to that city in its transportation activities.
