A SUMMARY OF HOUSE BILL 5082 AS INTRODUCED 9-25-01

Under the Public Health Code, the state registrar or a local registrar is required to issue a certified copy of a live birth record to the individual who is the subject of the record; a parent named in the record; the heir, legal representative, or legal guardian of the person who is the subject of the record; or to a court of competent jurisdiction.

In addition, any person may obtain a copy of a birth record if the record is at least 100 years old. House Bill 5082 would delete this latter provision and instead allow any person who can produce a copy of the death record of the person named in a birth record to obtain a copy of the birth record.
