Under the downtown development authority act, Public Act 197 of 1975, a municipality may use tax increment financing to pay for certain improvements to a public facility (such as a street, plaza, pedestrian mall, park, parking structure, waterway, building, and so forth) in a downtown development district. The law requires that a public facility, building, or structure that is determined by a municipality to have significant historical interest be preserved in accordance with laws concerning the preservation of historical sites. House Bill 6105 would amend this provision to require that the preservation of facilities, buildings, or structures determined to be historic sites by a municipality include, at a minimum, equipping such sites with fire alarm systems.
