1. Challenge Program. The Senate included an increase of GF/GP ($210,700) and Federal ($95,900) funds to provide 5.0 FTEs for caseworkers to monitor progress of Challenge Program graduates. The House reduced the increase in accordance with the Governor's revised recommendation. (245,500)
2. Starbase Grant. The House included an increase in Federal funds in accordance with Governor's revised recommendation. 198,000
3. Veterans Service Organizations. The House added $100 to each grant recipient. 1,100
4. Grand Rapids and D.J. Jacobetti Veterans Homes. The House added $100 to each Home. 200
5. Veterans Trust Fund Administration. The House included a technical correction. (1,400)
6. Budgetary Savings Line. The Governor recommended a negative appropriation line in the bill into which budget savings would later be transferred to. The Senate took reductions from various budget lines. The House took no reductions from various budget lines from this unit, and added to it. (534,800)
7. Governor's Revised Recommendations Reductions. The House took many other of the reductions advocated by the Governor including Headquarters and Armories, military training sites, and departmentwide accounts. (178,500)

Changes from FY 2000-01 Senate-Passed:
1. Buy American. The House added that purchasing preference should be given to Michigan-produced goods and services. (Sec. 209)
2. Budget Reduction. The House kept the section dealing with a budget reduction unit. (Sec. 213)
3. Oak Park Armory. The House added new language requiring sale of armory to the City of Oak Park. (Sec. 303)
4. Veterans Service Organization Grants. The House added to existing language a requirement that the Department review current grant guidelines. (Sec. 501)
5. Guard Educational Assistance Program. The House lowered the maximum to be spent on the program from the Senate-passed $2,000,000, to a House-passed $1,800,000. (Sec. 212)
