RATIONALE
Bernie Borden, a life-long resident of the Clio area, is well known in the area for his many years of community service, including membership of the Clio Downtown Development Authority and the Clio Planning Commission. Borden and his wife Betty have operated Borden's Pharmacy in Vienna Township since 1966, and he currently is a member of the Clio Area Chamber of Commerce. In addition, Borden has sponsored a number of activities for area youths, and has supported the local schools through financial contributions and volunteer efforts. Because of Borden's generosity, it has been suggested that an overpass in Vienna Township, Genesee County, be named in his honor.
CONTENT
The bill would create a new act to designate the overpass located at the intersection of highways I-75 and M-57 in Genesee County as the Bernie Borden Memorial Overpass.
The Michigan Department of Transportation would have to provide for the erection of suitable markers at the overpass indicating its name only when sufficient private contributions were received to pay the cost of erecting the markers.

Supporting Argument
In recognition of Bernie Borden's contributions to the Clio community as well the Clio School District, the governing boards for the City of Clio as well as Vienna and Thetford Townships are sponsoring resolutions supporting the naming of the overpass at the intersection of M-57 (Vienna Road) and I-75 in his honor. In addition to serving on community boards and supporting the schools, Borden has sponsored Little League baseball teams, homecoming floats for Clio High School, and the annual high school sports schedule calendar. Naming the overpass in honor of Borden would be a fitting tribute to an individual who has contributed his time and resources to efforts that have benefitted the residents of Clio and surrounding townships.

FISCAL IMPACT
The bill would have no fiscal impact on State or local government. There would be no costs to the State for the erection of markers at the overpass as private contributions would have to pay for the cost of erecting these markers. Maintenance costs, if any, would be minimal and would be borne by the Michigan Department of Transportation.
