The Governor, House, and Senate recommend staff reductions of 3.2 FTEs and $179,200 to fund economic adjustments, removal of $42,200 to reflect the end of the 1997 early retirement pay-outs, additional airport fee revenue of $30,500 for Mackinac Island State Park operations, and a reduction of $357,000 in revenue bond fees available for park operations and a revenue adjustment. Changes from FY 2001-02 Year to Date:
1. General Sections. The Governor deletes sections on privatization, buy American, deprived and depressed communities, grant notification and affirmative action. The House and Senate retain all except grant notification.
2. Internet Reporting. The Governor deletes and the House and Senate retain a quarterly paper report listing reports published on the Internet. (Sec. 208)
3. Early Retirement Savings. The revised Governor's recommendation (submitted after House action) requires the State Budget Director to submit legislative transfers by November 15, 2002 that allocate early retirement savings to applicable line items. The Senate concurs. (Sec. 216)
4. Track Database Access Expenditures and Revenues. The House and Senate require the Department to separately account for expenditures and revenues for statewide database access. (Sec. 215)
5. Arts Grants Reporting. The Governor, House, and Senate revise reporting by arts grants recipients to reduce quarterly reports to two summary reports per year. (Sec. 401(5))
6. Arts Grants Notification. The Governor deletes and the House and Senate retain notification of legislators within one day of arts grant awards. (Sec. 401(6))
7. History of Negro League Baseball Curriculum. The Senate provides funding to research and develop K-12 curriculum to address the role of Negro league baseball in Michigan and American history and its historical context in the African-American community. The grants would be awarded to institutions that could coordinate with educational institutions to create and implement the curriculum. (Sec. 507)
8. Reports on Grants to the Detroit Public Library and the Grand Rapids Public Library. The House and Senate require the Department to report by October 31, 2003, on the use of grants made to these libraries. (Sec. 655)
