        A bill to make appropriations for the department of career develop-

   ment and the Michigan strategic fund and certain other state purposes for

   the fiscal year ending September 30, 2003; to provide for the expenditure

   of the appropriations; and to provide for the disposition of fees and

   other income received by the state agencies.
