        A bill to make appropriations for community colleges and certain

   state purposes related to education for the fiscal year ending September

   30, 2003; to provide for the expenditure of those appropriations; to

   establish or continue certain funds, programs, and categories; and to

   prescribe the powers and duties of certain state departments, institu-

   tions, agencies, employees, and officers.
