        A bill to make appropriations for the department of community health

   and certain state purposes related to aging, mental health, public

   health, and medical services for the fiscal year ending September 30,

   2003; to provide for the expenditure of such appropriations; to create

   funds; to provide for reports; to prescribe the powers and duties of cer-

   tain local and state agencies and departments; and to provide for dispo-

   sition of fees and other income received by the various state agencies.
