"Dear Lord, thank You for bringing us to this moment and for equipping us with intellect, passion, energy and drive to represent the people, who You alone have created. Remind us that we are stewards of our public positions, that we are not simply answerably to our constituents or our party, but we are responsible to You. The history of Abraham and Joseph and Moses helps us understand that You are a God that cares deeply about the least of these, those who are without social position or power or prestige. You help us understand that there are no little people and this history also helps us and encourages us to believe that You are a God that emancipates and liberates and invites all people, the lame and the blind to Your banquet table. Lord, help us, therefore, to be broken with the things that break the heart of God. Where there is injustice and mischief by statute, help us to lift our voices in protest because we are the custodians of the community's highest ideals. Help us to do justice, to love mercy and to walk humbly in Your sight. And help us to know that You are asking the question, 'who speaks for God in the public square?' Give us the courage today to stand and say, 'here I am Lord, I will speak for You.' Amen."

Rep. Phillips moved to amend the bill as follows:
1. Amend page 16, following line 17, by inserting:
"Sec. 303. (1) Community colleges shall use a portion of the money appropriated in part 1 for operations to implement and institute the ideas and goals embodied by the partnerships for employment program or another program with similar nature and intent as the ideas and goals embodied in the partnership for employment program. For this program, community colleges shall form identifiable links with local businesses or local business alliances to ascertain the immediate and lasting employment needs of the community. In so doing, the colleges in conjunction with the businesses shall create specific, direct certificate programs that upon completion will lead to an increased likelihood of employment by the sponsoring businesses.
(2) When creating programs under subsection (1), the community colleges shall consider all of the following:
(a) The likelihood of the project directly providing a discrete population of unemployed or underemployed workers with job skills that will lead to increased likelihood of desired employment with the sponsoring businesses.
(b) The use of appropriations to efficiently coordinate existing, but largely unconnected, resources for worker training.
(c) The use of performance outcome measures to detail a correlation between partnering with local businesses to provide specific training, and the population attaining employment upon successful completion of such training.
(3) Each community college shall provide a report to the department of career development by no later than September 30, 2002, that summarizes their activities regarding this program.
(4) The department of career development shall compile the information received under subsection (3) and shall submit this compilation to the senate and house appropriations subcommittees on community colleges, the state budget director, and the senate and house fiscal agencies by November 1, 2002.".

Preference should be given to goods and services, or both, manufactured or provided by Michigan businesses if they are competitively priced and of comparable value.".

House Resolution No. 61.
A resolution congratulating Finlandia University of Hancock upon winning the National Small Colleges Athletic Association National Basketball Championship.
Whereas, It is a distinct privilege and a very special pleasure to honor the Finlandia University basketball team. On Friday, March 9, 2001, the Finlandia University basketball team defeated Southern Virginia, 98-84, to capture their first National Championship; and
Whereas, The team, in only the second year of the basketball program, gained great confidence in their ability when they upset Northern Michigan University on January 10, and finished the regular season with a five-game winning streak. They then proceeded to Florida College, in Tampa, Florida, for the three-day tournament. In the quarterfinals, they pulled away from Saint Mary's with a 76-50 victory. In the semi-finals, they survived a tough battle with Northwest Christian with a final score of 69-66. In the National Championship game, they outmatched a solid Southern Virginia team winning 98-84. The Finlandia University basketball team has witnessed a dream come true and will forever be known as national champions; and
Whereas, The team consists of 11 players, nine of which are from the Upper Peninsula, one is from downstate Michigan, and one is from Finland. The head coach Art Van Damme, the assistant coach Duane Snell, and the players, Nick Forgette of Daggett, Jacob Polfus of Carney, Jeffrey Stiefel of Emmett, Jeremy Suardini of Gwinn, Mark Nolan of Munising, Jon Paul Katona of Negaunee, Pete Flaska of Ishpeming, Bill Loeks of Iron Mountain, Mike O'Donnell of Negaunee, John Abramson of Painesdale, and Marcus Ylainen of Helsinki, Finland, should be recognized for their outstanding accomplishments; now, therefore, be it
Resolved by the House of Representatives, That we hereby express praise to the Finlandia University basketball team. May the team continue to succeed on and off the basketball court; and be it further
Resolved, That a copy of this resolution be transmitted to officials from Finlandia University, the coaches, and all players as evidence of their accomplishment.

House Resolution No. 62.
A resolution honoring the 50th anniversary of Youth for Understanding and the April 8, 1907 birth date of its founder, Dr. Rachel J. Andresen.
Whereas, We are proud to join with the alumni, officers, and friends of Youth for Understanding as they gather in Lansing and Ann Arbor over the coming week to mark the 50th anniversary of this outstanding group. This milestone is a reflection of the foresight and commitment to the promotion of international understanding and tolerance envisioned by Dr. Andresen back in April of 1951. We offer our thanks for her vision of worldwide peace and understanding through the international exchange of the youth of our world; and
Whereas, Youth for Understanding can trace its origins to 1951 and the aspirations of its founder, Dr. Rachel J. Andresen. In the years that have followed since she arranged for a group of 75 students from Germany to visit the United States, this organization has adapted to changes in national borders and political philosophies. Even so, Youth for Understanding has grown in scope and numbers, with over 50 countries now participating in the youth exchange program; and

House Bill No. 4505, entitled
A bill to amend 1998 PA 57, entitled "An act to require contractors to provide certain notices to governmental entities concerning improvements on real property; to allow for the modification of contracts for improvement to real property; to provide for remedies; and to repeal acts and parts of acts," by repealing section 6 (MCL 125.1596).
The bill was read a first time by its title and referred to the Committee on Local Government and Urban Policy.
