A SUMMARY OF HOUSE BILL 5873 (H-1) AS REPORTED FROM COMMITTEE
House Bill 5873 would amend the Michigan Vehicle Code to require the secretary of state to put a heart insignia on the front and heart insignia information on the back of a driver license when a driver has indicated the intent to be an organ or tissue donor.
Beginning January 1, 2004, in the case of a licensee who has indicated his or her intent to participate in the organ and tissue donor registry, a heart insignia would be placed on the front of the license, and the following information on the back of the license: "A heart insignia on the front of this license indicates that this person is a registered organ and tissue donor. For registration or donation information call Gift of Life Michigan: 1-800-482-4881."
Beginning January 1, 2006, the secretary of state would be required to inquire of each licensee, in person or by mail, if the licensee agrees to participate in the organ and tissue donor registry and electronically transfer information about licensees who agree to participate to the federally designated organ procurement organization.
The bill also contains a provision regarding the sticker or decal on a license that indicates a licensee has designated one or more patient advocates. The bill specifies that the sticker or decal could be provided by any person, hospital, school, medical group, or association interested in assisting in implementing the emergency medical information card, but the sticker or decal would have to meet the specifications of the secretary of state.

FISCAL IMPACT:
The amount of cost to the state is indeterminate at this time. The Department of State would incur costs for programming as well as costs for ongoing administrative expenses
