SUBSTITUTE FOR
SENATE BILL NO. 146
A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding section 307b.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 307b. (1) Beginning June 1, 2005, when any male
2 citizen of the United States or a male immigrant to the United
3 States who is less than 26 years of age applies for an operator's
4 license or chauffeur's license, the secretary of state shall
5 obtain the information and consent from that individual that is
6 necessary to register the individual with the federal selective
7 service system in compliance with the requirements of 50 USC Appx
8 453, including, but not limited to, the individual's social
9 security number.
10 (2) By submitting an application described in subsection (1),
11 a person gives his consent to the secretary of state to be
1 registered by the federal selective service system if so required
2 by federal law. Each form used for an application described in
3 subsection (1) shall include a statement that the submission of
4 the application serves as the applicant's consent to be
5 registered with the federal selective service system if so
6 required by federal law. The form shall also contain the
7 following statement: "If under the age of 18, I understand that
8 I will be registered when I attain the age of 18 if so required
9 by federal law.".
10 (3) The secretary of state shall forward the information
11 obtained under subsection (1) to the federal selective service
12 system in a format consistent with selective service system
13 requirements.
14 Enacting section 1. This amendatory act takes effect
15 June 1, 2005.
