SUBSTITUTE FOR
SENATE BILL NO. 193
A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding section 811q; and to repeal acts
and parts of acts.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 811q. (1) The secretary of state shall develop and may
2 issue a fund-raising plate and a matching collector plate. The
3 words "ducks unlimited" shall be inscribed on the plates. The
4 secretary of state shall transfer the fund-raising donations
5 received from the sale of the plates described in this section to
6 the state treasurer, who shall credit the donation money to the
7 ducks unlimited fund established under subsection (2).
8 (2) The ducks unlimited fund is created within the state
9 treasury. The state treasurer may receive money or other assets
10 from any source for deposit into the fund. The state treasurer

1 shall direct the investment of the fund. The state treasurer
2 shall credit to the fund interest and earnings from fund
3 investments. Money in the fund at the close of the fiscal year
4 shall remain in the fund and shall not lapse to the general
5 fund. The state treasurer shall disburse money in the fund on a
6 quarterly basis to the Michigan chapter of ducks unlimited,
7 incorporated. The money credited to the Michigan chapter of
8 ducks unlimited, incorporated shall only be expended to protect,
9 enhance, restore, manage, and acquire wetlands and associated
10 uplands in this state.
11 (3) The Michigan chapter of ducks unlimited, incorporated
12 shall annually report to the department of treasury an accounting
13 of money received and used under subsection (2).

15 Enacting section 1. This amendatory act takes effect
16 January 1, 2004.
17 Enacting section 2. This amendatory act does not take
18 effect unless Senate Bill No. 785 of the 92nd Legislature is
19 enacted into law.
