A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding section 811o.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 811o. (1) Upon application and subject to subsection
2 (5), the secretary of state shall develop and may issue a
3 registration plate with an appropriate decal representing the
4 united negro college fund, inc. to an applicant for use on the
5 passenger motor vehicle, pickup truck, van, or motor home for
6 which the plate is issued.
7 (2) An application for a registration plate with the united
8 negro college fund, inc. decal shall be submitted to the
9 secretary of state pursuant to the procedures prescribed in
10 section 217. In addition to the regular registration tax imposed
11 by section 801, each application shall be accompanied with
1 payment of $3.00 for the first month and $2.00 per month for each
2 additional month of the registration period of the plate.
3 Registration plates with the united negro college fund,
4 inc. decal shall expire on the applicant's birthday pursuant to
5 section 226.
6 (3) The united negro college beneficiary fund is created in
7 the state treasury. Money in the fund shall be expended only as
8 provided in this section.
9 (4) Fees collected under this section shall be deposited with
10 the state treasurer, to the credit of the united negro college
11 beneficiary fund. The fund may receive money from any other
12 source as appropriated by the legislature. The money in the fund
13 shall, upon appropriation, be distributed to the united negro
14 college fund, inc.
15 (5) The united negro college fund, inc. may submit to the
16 secretary of state a design of a separate decal to be affixed to
17 a registration plate to implement this section. The secretary of
18 state shall confer with the department of state police to ensure
19 the design will not compromise the ability of law enforcement
20 agencies to accurately identify specific vehicles. Registration
21 plates with the united negro college fund, inc. decal shall not
22 be a duplication of another registration plate. The united negro
23 college fund, inc. shall comply with the requirements of section
24 803m before a registration plate is issued under this section.
25 (6) The secretary of state may issue a temporary registration
26 permit to a person who submits an application and the proper
27 payments for a registration plate with the united negro college
1 fund, inc. decal, if the applicant's current vehicle registration
2 will expire before his or her receipt of a registration plate
3 with the united negro college fund, inc. decal. The temporary
4 registration shall expire upon receipt of a registration plate
5 with the united negro college fund, inc. decal or 60 days after
6 the issuance, whichever occurs first. The temporary permit shall
7 be issued without a separate fee.
