A SUMMARY OF HOUSE BILL 4024 AS INTRODUCED 1-27-05
House Bill 4024 would amend the Natural Resources and Environmental Protection Act to require that before opening or expanding a state park, the Department of Natural Resources 1) notify, in writing, each affected local unit of government and 2) hold a public hearing and receive testimony from interested persons.

FISCAL IMPACT:
The bill would have an indeterminate fiscal impact. There may be an irregularly occurring cost depending on the number and timing of public hearings needed in a given year. Since there are no new parks planned, and park expansions would occur only if funding is available for land purchase, no fiscal impact is expected. If public hearings were to occur, the cost could be absorbed by the DNR annual State Parks appropriation.
