A SUMMARY OF HOUSE BILL 4366 AS INTRODUCED 2-22-05

The bill would repeal the Horseshoer's Lien Act, Public Act 160 of 1897.  Generally speaking, the act provides for the placement of a lien on a horse or mule by a blacksmith to cover any unpaid portion of a bill for shoeing the animal.  Notice of the lien is to be filed by the person providing the service and must be filed with the county Register of Deeds.  

[In 1999, the Senate Law Revision Task Force recommended repealing the act because "the act regulates activities that are no longer practiced."]

FISCAL IMPACT:

The bill would have no apparent fiscal impact on the state or local governmental units.
