A SUMMARY OF HOUSE BILL 5244 AS INTRODUCED 9-29-05 AND SENATE BILL 657 AS PASSED BY THE SENATE ON 10-6-05

Both bills would repeal Section 4a of Public 275 of 1913 (MCL 47.4a).  Section 4a, which authorizes county boards of supervisors to create a board of county auditors, provides that any board of county auditors that operated under a special or local act would operate instead, without formal reorganization, under the provisions of Public Act 275 if the special or local act were repealed.

House Bill 5244 would repeal Section 4a of the Board of County Auditors Act, Public Act 275 of 1913. 

Senate Bill 657 would amend Section 4a to repeal the section on the bill's effective date.  Furthermore, the bill would specify that any board of auditors operating under Section 4a would be abolished and not authorized to continue to operate after its effective date.

FISCAL IMPACT:

The bills would have no effect on state or local revenue.
