Changes from FY 2004-05 Year-to-Date:
  1. Michigan Youth Correctional Facility. The Governor proposes canceling the management and lease contracts. The Senate restores this funding but recommends renegotiating the contracts to save $1.0 million. (1,000,000)
2. Newberry Correctional Facility. The Senate closes the Newberry facility and Camp Manistique, closing 1,144 beds and eliminating 345 FTEs. (29,619,400)
3. Additional Beds. The Governor and Senate add 1,352 Level 1 and 2 beds at Kinross, Ojibway, Cotton, Parnall, Gus Harrison, Lakeland, Pine River, Riverside, and St. Louis. 14,448,300
4. Initiatives to Control Prison Growth. The Governor proposes spending $5.0 million on eight prisoner re-entry pilot sites, $3.0 million on re-entry for the mentally ill, $4.0 million on local jail capacity initiatives, and $3.0 million for OCC programs to accompany sentencing guidelines changes. The Senate funds only the $8.0 million for both re-entry programs. Both also recognize a Federal grant of $1,035,000 for the initiative. 9,035,000
5. Seniority Step Increases. The budget increases salaries due to high seniority levels. 8,085,200
6. Huron Valley Complex. The Senate reduces funding in expectation of efficiencies found through consolidating facilities and changes with DCH services. (5,000,000)
7. Training. The Senate reduces in anticipation of diminished need due to possible layoffs. (2,800,000)
8. Substance Abuse Testing and Treatment. The Governor and Senate replace Federal residential treatment funds with GF/GP and increase funding for parolee increases. 2,040,400
9. Residential Services. The Senate raises the per diem from $43 to $47.50. 1,597,100
10. Hepatitis C. The Senate eliminates the Hepatitis C line. (1,150,000)
11. Grant to Legislative Council. The Senate provides a $500,000 grant to the Legislative Council to contract with Standard and Poors for an evaluation of all correctional facilities. 500,000
12. Parole and Probation Special Operations Program. The Senate provides $500,000 to reimburse the city of Detroit for providing law enforcement escorts to parole and probation officers when making after hours visits to offenders. 500,000
13. Compensatory Buyout and Union Leave Bank. The Senate eliminates this line item. (275,000)
14. Restoration of FY 2004-05 Employee Concessions. The Governor and Senate recognize the end of savings for banked leave time and restore the funding to the base. 46,342,500
15. Economic Adjustments. The Governor recommends increases for insurances, retirement, and building occupancy charges as well as savings in workers compensation. 53,414,200
16. Other Changes. The Governor proposes other reductions totaling $6,786,200. The Senate recognizes full-year savings on several FY 2004-05 cuts to save $3,575,000 more. (10,361,200)

Changes from FY 2004-05 Year to Date:
  1. The Senate retains a number of sections which the Governor's budget deletes including the following: * ???Section 207 - Requires a report and evaluation before any privatization effort.
* ???Sections 214 and 125 - MYCF quarterly reports and contract monitor. Senate moves to Sections 504 and 505.
* ???Section 216 - Report on the collection and expenditure of all non-GF/GP revenues.
* ???Section 302 -Substance abuse treatment and testing report. Senate moves to Section 502.
* ???Section 404 - Requires a report of correctional facility staffing ratios.
* ???Section 405(4) - Report of impact of Technical Rule Violator policy changes on prison/jail admissions. The Senate replaces it with a report of the types of new crimes and technical violations of parolees and probationers.
* ???Section 406 - Describes statutory purpose of Sheriffs' Coordinating and Training Office funds.
* ???Section 707 - Condition for both the award and revocation of Office of Community Corrections grants.
* ???Section 902 - Requires a report on the status of health care contract payments and recommends that local vendors have an opportunity to bid on future managed care contracts.
* ???Section 903 - Expresses intent that the DOC hire enough nurses to prevent excessive overtime.
* ???Section 904 - Requires a one year cost/benefit analysis of privatizing pharmacy services.
* ???Section 905 - Requires timely payment to local ambulance service providers.
* ???Section 906 - Requires DOC to identify and manage prisoners who abuse medical services.
* ???Section 910 - Requires DOC to pursue reimbursement for prisoners who have retirement health insurance.
* ???Section 1009 - Requires a report on Academic/Vocational programs.
* ???Section 1010 - Requires report of prisoner educational status and impact of vocational education on recidivism. The Senate amends to compare recidivism rates of offenders with and without having participated in the re-entry initiative and with or without a GED or vocational certificate from a prison program.
* ???Section 1011 - Requires that the DOC maintain the Braille transcribing services at the Jackson complex.
2. Contingency Funds. The Governor adds contingency fund transfers (Section 212) The Senate deletes this section.
3. Michigan Produce. The Senate adds preference for produce from Michigan growers and processors. (Section 214)
4. Population Projections. The Governor postpones the population projection report from Feb. 1 to Feb 15. (Section 401) The Senate retains the original due date.
5. Communication with the Legislature. The Senate prohibits disciplinary action against employees for communicating with the Legislature (Section 206).
6. Offender Tracking Information System. The Senate requires the DOC to maintain public access on OTIS to the files of former offenders in the same manner as current offenders. (Section 407)
7. "Max Outs". The Senate requires a report on the new crimes of current offenders who previously maxed out. (408)
8. MYCF Contract. The Senate recommends $1.0 million in savings and the same gun tower standards as in the DOC facilities. (Section 506).
9. Assaultive Offender Program. Requires statewide waiting list and program placement prior to parole eligibility.(507)
10. Re-entry Initiative. The Senate requires recidivism reports and success rates of participants and encourages the DOC to place prisoner who will max out into the prison phases of the program (Section 508).
11. MYCF - Prison Rape Prevention. The Senate requires new training and materials be shared with MYCF. (Sec 509)
12. Study on Youthful Offenders. The Senate adds a study of youth in the juvenile and adult corrections systems. (510)
13. Parole/Probation Special Operations. The Senate requires reimbursement to Detroit for law enforcement escorts to parole/probation agents on after hours visits. (Section 608)
14. Residential Services Per Diem. The Senate increases the per diem from $43 to $47.50 (Section 702)
15. Critical Incidents/Assaults. The Senate requires a report of critical incidents/assaults at each facility. (Section 1012)
16. Female Prisons. The Senate requires implementation of a plan to remove male staff from female housing units, designation of someone in each facility to ease the complaint process, and referral of all claims of criminal conduct to the Michigan State Police. (Section 1013)
