CONTENT
The bill would amend the Michigan Merit Award Scholarship Act to clarify that a student could not apply for the "old" (existing) Michigan Merit Award unless he or she graduated from high school before the 2006-2007 school year. Beginning with the high school graduating class of 2007, a "new" Merit Award (renamed Michigan Promise Grant) will be available if Senate Bill 1335 is enacted. The House bill also includes several technical adjustments and is tie-barred to Senate Bill 1335.

FISCAL IMPACT
The bill would have no fiscal impact on State or local government. The fiscal impact for the new Michigan Promise Grant Program would result from passage of Senate Bill 1335. Although Senate Bill 1335 would prohibit a student from receiving both a Michigan Merit Award and a Michigan Promise Grant, the House bill would prohibit a student who graduates after the 2005-2006 school year from applying for a Michigan Merit Award.
