SUBSTITUTE FOR

 

HOUSE BILL NO. 4433

 

 

 

 

 

 

 

 

 

 

 

     A bill to allow the display of the Ten Commandments and other

 

documents with religious significance on public property under

 

certain circumstances.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. (1) A document or other object that may be primarily

 

religious in nature or origin and that has had an impact on this

 

state's or this country's history, including the Ten Commandments,

 

may be displayed on public property if all of the following

 

circumstances exist:

 

     (a) It is displayed with other documents, public records, or

 

objects of historical significance that have formed and influenced

 

the legal or governmental system of the United States.

 

     (b) It is displayed in the same manner as other documents,

 

public records, or objects that are displayed at the same time and


 

location.

 

     (c) The display does not focus more attention on it than on

 

other documents, public records, or other objects that are

 

displayed at the same time and location.

 

     (2) As used in this act, "public property" means a building or

 

land owned, possessed, or leased by this state or a county, city,

 

township, village, school district, or other governmental unit.
