     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 561.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 561. (1) The governor shall establish a government

 

efficiency task force to survey, examine, and evaluate the budget

 

and spending of each state agency to minimize overspending and to

 

ensure greater program efficiency and economy.

 

     (2) The government efficiency task force shall submit a

 

comprehensive annual report to the governor summarizing the budget

 

and spending activity of each state agency. The report shall also

 

include recommendations that will minimize spending and provide for

 

a more efficient and economical program. The governor shall submit

 


the recommendations of the task force to the legislature.

 

     (3) The government efficiency task force shall consist of at

 

least 15 but not more than 20 members, each appointed by the

 

governor. The governor shall select members who are experienced and

 

well-informed about economic issues from a variety of different

 

sectors of the economy, including, but not limited to, business,

 

government, labor, education, health, and media. The members shall

 

be appointed within 45 days after the effective date of the

 

amendatory act that added this section. Members shall serve for

 

terms of 3 years. If a vacancy occurs, the governor shall make an

 

appointment for the unexpired term in the same manner as the

 

original appointment. The governor may remove or suspend a member

 

of the government efficiency task force for incompetency,

 

dereliction of duty, malfeasance, misfeasance, or nonfeasance in

 

office, or any other good cause. Members of the government

 

efficiency task force shall serve without compensation. However,

 

members of the task force may be reimbursed for their actual and

 

necessary expenses incurred in the performance of their official

 

duties as members of the government efficiency task force.

 

     (4) The first meeting of the government efficiency task force

 

shall be called by the governor within 60 days after the effective

 

date of the amendatory act that added this section. At the first

 

meeting, the task force shall elect a chairperson from its own

 

members. After the first meeting, the government efficiency task

 

force shall meet at least quarterly, or more frequently at the call

 

of the chairperson or if requested by 3 or more members.

 

     (5) The government efficiency task force shall do all of the

 


following:

 

     (a) Identify management improvement measures for state

 

agencies.

 

     (b) Review the management and operation procedures of each

 

state agency.

 

     (c) Assist state agencies in establishing criteria for

 

evaluation programs.

 

     (d) Evaluate communication methods between state agencies and

 

the legislature.

 

     (e) Review the expenditures of each state agency.

 

     (f) Review the delivery of services by each state agency.

 

     (g) Review the layers of state employees and their pay scales.

 

     (h) Identify results and outcomes that directly correspond to

 

how the legislature builds, modifies, and implements state budgets.

 

     (i) Review and make recommendations to state agencies

 

regarding the creation of measurable performance standards for

 

state employees.

 

     (6) The government efficiency task force may do 1 or more of

 

the following:

 

     (a) Review federal and state mandates regarding expenditures.

 

     (b) Review the duplication of services provided by multiple

 

state agencies.

 

     (c) Research a variety of issues necessary and proper to carry

 

out its functions and duties under this section.

 

     (7) The business that the government efficiency task force may

 

perform shall be conducted at a public meeting held in compliance

 

with the open meetings act, 1976 PA 267, MCL 15.261 to 15.275.

 


     (8) A writing prepared, owned, used, in the possession of, or

 

retained by the government efficiency task force in the performance

 

of an official function is subject to the freedom of information

 

act, 1976 PA 442, MCL 15.231 to 15.246.
