A SUMMARY OF HOUSE BILL 4153 AS INTRODUCED 1-30-07
The bill would amend the Michigan Military Act to provide that National Guard officers and enlisted personnel on active state service or state special duty under orders of the governor would receive pay, allowances, and heath care coverage that is provided for persons of the federal military forces of like grade or rank and years of service. (The italicized language is newly added by the bill.)
Similar language is added to a section dealing with the Michigan Defense Force, which would, when in active state service under orders of the governor, receive the same pay, allowances, and health care coverage as prescribed for the National Guard in like circumstances.
(Note: In the bill, "special duty" would be renamed as "state special duty" and "active service" would be defined to mean "all forms of active state service, duty under Title 32 of the United States Code, and duty served under the authority or command of the governor or his or her designee, including active state service and state special duty.")
FISCAL IMPACT:
This bill would have an indeterminate fiscal impact on state government and no fiscal impact on local government. It's unknown how many Army and Air National Guard soldiers would be called up for state special duty and for what duration they would serve under these circumstances. The Office of State Employer would have authority to determine which health care plan these soldiers would be eligible to receive and for the length of time that the soldiers would be covered under the health plan.
