AGRICULTURE1. Bovine Tuberculosis ProgramProvides an additional $500,000 in GF/GP spending authority for the Michigan Department of Agriculture's Bovine Tuberculosis Program to cover costs associated with the depopulation of a privately-owned deer herd. The herd had been diagnosed with bovine TB in October 2006, and the herd was depopulated by the department in December 2006. The department incurred approximately $67,500 in direct costs of depopulation, $17,000 in related staff costs, and $415,300 in potential indemnification payments to the owner of the deer herd, under provisions of the Animal Industry Act of 1988. DEPARTMENT OF STATE Sec. 401. HelpAmerica Vote Act The bill reappropriates to the Department of State work project balances that would otherwise lapse at the end of FY 2007 related to appropriations made in FY 2003 to implement the federal Help America Vote Act (P.L. 107-252). Funds are made available through HAVA for equipment replacement, the purchase of voting equipment for persons with disabilities, and the training of elections workers. Public Act 39 of 2003 appropriated $16.7 million (Federal) and Public Act 173 of 2003 appropriated $49.8 million ($47.6 million Federal and $2.3 million GF/GP required as the state's 5% match). According to the Department of State, the unexpended balance is $7.5 million ($7.5 million Federal and $21,000 GF/GP). (8/14/07 letter) |

FY 2007-08 REPEALER Section 724 of the 2007 PA 131 is repealed. The section was mistakenly retained in the enrolled FY 2007-08 Human Services budget bill due to a drafting error. It references a restructuring of juvenile justice medium and low security beds that was not part of the final funding decisions for the budget. |
